What triggers an email

| A fuel-release cleanup near the address opens or closes | Open releases are unfinished groundwater work; closure is genuine good news. |
What monitoring honestly is. It watches the public record, not the ground. A site can appear because EPA published a file, not because anything moved, and the record can lag reality by months. Every email says what changed in the data and links the source. The first check after you subscribe records a baseline and sends nothing, so you never get an alert about what was already there.
